LS new packages are not downloading

Summary: No packages are downloaded on server for update 

Steps:

1. Verify that the .Net Framework version is 4.7.2 or higher in registry

2. If not download the latest .Net framework version from Microsoft website and have the office install it after hours and reboot the server
